New York State Annual Performance Report

 What Parents Need To Know

--  Under IDEA 2004 states are required to develop a six-year, 2005-2010, State Performance Plan.
--  New York has set targets and performance measures on three special education monitoring priorities:

*Free appropriate public education in the least restrictive environment (Indicators 1-8)

*Disproportionality (Indicators 9-10)

*Effective general supervision (Indicators 11-20)

--  There are 20 indicators relating to the priority areas by the U.S. Department of Education.

--  The State Performance Plan is designed to evaluate New York’s efforts to implement the requirements and purposes of IDEA and describe how the State will improve its implementation.

--  Each year the state must report on the progress and slippage through the publication of an Annual Performance Report. The first APR was issued in February 2007.

--  The Metropolitan Parent Center (MPC) has developed, from the APR, a parent friendly snapshot that looks at each indicator, reports on the target, baseline (if available) and progress for each of the 20 indicators.  We have also, when available, indicated the New York City base line or progress.

Note: The state was not required to report on indicators where benchmarks have not been established.
